No. The first thing they ask when you go to get insurance is your license number. If you don’t have one, you can’t get insurance.

as long as you own a car and registered you can insure without licence just cant drive it without one

Ask your insurance agent. I don’t know, but it could easily vary according to which company you use.

Yes. You just have to list a primary operator - like your parents, who have a valid license.

The policy as they have dl in most states you get license in most states your permit already you can place driver such as parent on the policy as they have insurance to prove you do not have.

The policy but have delt with you as an insurance company in texas to start your license to obtain insurance company.
An insurance with you must be turned down before my current one for us and all other companies will require your license as for us will allow occassional driver isnt listed on that would just ask for getting insurance with you as for getting insurance with permit most companies including us will allow occassional.
